“Penguination”
A Profile of the Nation’s Entity

Background: September 3rd 1552, War broke out in Southern Africa. Madagascar had long been bitter enemies with the Botswanian government because of their cruelty to the Penguin. The Botswanian Chief, Mao Zedong, ordered a genocide of all penguins and begun a conquest to demonstrate his power and to smite Madagascar. Madagascar quickly retaliated by uniting South Africa, Zimbabwe, Mozambique. Namibia, Angola, Congo, and Zambia to form the Supreme Octoforce. The Botswanians realized their mistake, and tried to beg for forgiveness. They only believed his sorry-ness existed because they were a threat. They invaded on September 4th 1552, and the Supreme Octoforce completely took over the nation by June 3rd, 1553. The Supreme Octoforce did not know what to do afterwards, or how to divide the land and resources, so for the better they decided to form a super nation- Penguination! Penguination continues to be a thriving nation south of the equator.
Lay of the Land: Located in the southern half of the continental Africa, east of the Indian Sea, and west of the Atlantic Ocean. With nearly 7,250,000 square miles, you can imagine many resources. These include Gold, Chromium, Antimony, Coal, Iron, Manganese, Nickel, Phosphates, Tin, Uranium, Sugar, Diamonds, Platinum, Copper, Salt, and natural gases. The climate generally consists of sunny days and warm nights. The terrain is mainly a really large plateau spotted and rippled with Fjords, Mountains, rivers, and a narrow costal line. The downfall of being in such a spot is that there can be prolonged droughts which lower crop-share and the economy is not as good, but the mining industry makes up for it.
Demographics: With a booming population of over 450,000, it is hard to believe that there was once a very low death expectancy. Before Penguination, the countries were immoral and the spread of AIDS went rampant. After the nation was established and morals became law, those with AIDS died off in the prisons/hobo shacks, and resulted in a pure nation, and booming population. Disease have been running rampant with Hepatitis A, Typhoid Fever, and schistosomiasis in the air/water supply it does not put a good mark on the health department.
Penguination is the only nation to have a successful blend of Oligarchy, Monarchy, Aristocracy, and Democracy as a functioning government. The national emblem, is of course, the Penguin, and is glorified for its ability to slide on its stomach.

SECTION I: THE THREE DISCTRICS
The Power District
The Power District consists of only one sector, the Empire Department. The Emperor is appointed by God through the Divine Right of Kings. How an Emperor comes to rule is through the workings of the Lord, and the Lord will provide ways for leaders to step up and take the throne. The Emperor is free to exercise his power as long he/she does not go against the rights of the people (See the Stipulations of Freedoms.) The Stipulations of Freedoms can only be written/changed by the Grand Table of which that will be mentioned later. When the Lord is bringing a new Emperor to power, force cannot be used, unless the current Emperor is being withdrawn of his rights for being un-biblical (See the Ring Elite.) An emperor cannot come to power also through revolt or rebellion or any other acts that are an injustice, as described in the Bible. The Bible has the final authority in all rulings and interpretation of it is left to the Ring Elite.
The Intuition District
The Intuition District is made up of three sectors: The Ring Elite, the Ring Selected, and the Ring of Commons. The Ring Elite consists of five oligarchy-like Insigniats. The Insigniats are the council of the Emperor, They are under, yet oversee the actions of the Emperor. They are responsible for delegating through the lower Rings the commands of the Emperor. How they delegate them is in order of urgency and level of importance and is up to the Ring Elite how they distribute the power to the lower Rings. They also can deem the Emperor unbiblical or unholy and can propose an Excommunication of the Emperor and all the Rings and Tables gather wherever and whenever they see fit and vote upon it. It takes at least takes 3/5 of the votes for the Excommunication to pass- and then which the Lord will appoint a new ruler. They are responsible for international trade, and patching in the holes that the Emperor forgets or ignores. (This way all matters are covered and this eliminates any possible loopholes.) The Ring Selected is a less powerful version of the Ring Elite, and has 21 members to their society. They are responsible for not only the commands the Ring Elite delegate to them to carry out, but for the gathering of an armed forces, funding the government, and overseeing the state penitentiaries. The Ring of Commons is the lowest of the Intuition District but still has many powers given to it. The Ring of Commons has 777 people. These people carry out the lesser orders from the Emperor given to them by the Ring Elite and are responsible for all local governments, community programs, and establishing the Drawer, which will be mentioned later. All Insigniats are nominated by the Grand Table and are voted on by direct democracy. Except for the Ring of Commons. The Ring of Commons is consisted of executive powerful businessmen that are nominated by the emperor and are approved by the Grand Table.

The Exegesis District has one of the most important jobs in the government. They interpret the laws of the Bible and set a “fence” or barrier of rules for the people, including the emperor, to abide by. The Exegesis District has no limit of departments- for they can be added later as they may be needed later. As of now, there is the highest Exegetical Department- the Grand Table. The Grand Table consists of seven Tableaus. The Tableaus are nominated by the Emperor and approved by the Ring Elite with at least a 3/5 vote. They interpret the scriptures and establish the laws. The Stipulations of Freedoms are the rights that citizens have in Penguination. They can amend the laws in the SoF, establish more codes of laws if needed, and responsible for all questions on exegetical questions- of both the Bible AND the law (though they try to make them the same thing.)

The Drawer is overseen by the Ring of Commons and their 777 members. The Drawer is the entire plumbing and root source of life in the government. They are responsible for all departments necessary to run a government. They run the Departments of Technology, Social Research, Education, Business Regulations, Police, Fire, Health and Agriculture, Insurance, etc etc. The Drawer committee members are nominated by the Ring of Commons. Penguination is divided into districts and is proportioned by so by average income in the area. The Ring of Commons has that responsibility- the organizing of districts and separating into income sectors- of which each sector provides several candidates to represent them in the Drawer.
SECTION III: THE STIPULATIONS OF FREEDOMS
This is the set of laws that have been set by the Grand Table so far as of 4th May 2008:
I. Freedom of Life- This includes the freedoms of speech, press, and outlaws abortion. Christianity is encouraged, but not enforced.
II. Security Protection- This enables any enforcer of the law to search any area, shoot any suspect without killing them, and protect those who need protection without need of a warrant, or any other form of law that would prevent them from immediate, necessary and important decisions.
III. Right to Trial- Every accused suspect to a crime MUST be tried by a lawful hearing with the Ring Selected. From there, they will be immediately reporting to their sentence.
IV. Equality of Man- All citizens of Penguination are to abide to all laws of the land, and all citizens are protected by the laws of the land as well.
V. Bible Authority- The Bible is the actual “Constitution” all matters of law, and is the Final Authority in all things. It can be used as evidence, or justification in court- if the law seems unfair. It probably will not win, since the Grand Table know what they are doing, but we are called to have an open mind.
VI. Abolition of Tobacco. Tobacco and Tobacco products are outlawed. If found, using, in possession of, or conspiracy to use Tobacco, you will be arrested.
VII. Conspiracy- Any conspiracy against the government, government official, or appointed executive will be ended, and those involved will be arrested.
VIII. Thinking Hard- All those who try to find loop holes in the government in efforts to lower the grade of a student will be glorified if they can be bribed, but stoned to death if they mark off for “incomplete” thinking."
